About ISO 14066:2023 - GHG Validation & Verification Teams
ISO 14066:2023 specifies competence requirements for greenhouse gas (GHG) validation teams and verification teams. While ISO 14065 sets requirements for the validation and verification body as an organization, ISO 14066 focuses on the individual team members who conduct the actual GHG assessments - ensuring they possess the necessary knowledge, skills, and experience.
The standard identifies six competence areas that GHG validation and verification team members must demonstrate. These are: understanding of GHG principles and concepts; knowledge of the applicable GHG programme, scheme, or standard; sector-specific technical knowledge relevant to the GHG assertion being assessed; knowledge of quantification methodologies and monitoring approaches; understanding of validation and verification processes and procedures; and knowledge of applicable legal and regulatory requirements.
ISO 14066 requires that team leaders possess competence across all six areas, while other team members may have more specialized competence profiles. The standard also addresses the use of technical experts - specialists brought in for specific aspects of an assessment - and specifies how their competence should be evaluated and documented.
Competence is assessed through a combination of education, training, work experience, and demonstrated performance. Bodies accredited under ISO 14065 are required to maintain competence records for all validation and verification personnel and to conduct regular competence evaluations.
ISO 14066 is particularly important for the credibility of carbon markets and corporate climate disclosures, where the quality of third-party verification depends entirely on the competence of the individuals conducting the assessment. It is used alongside ISO 14064, ISO 14065, ISO 14067, and ISO 14068.
