Occupational safety and health (OSH) is governed by a diverse ecosystem of international standards, national regulations, professional bodies, and research institutions. The five major OSH frameworks - OSHA, NEBOSH, NIOSH, IOSH, and ISO 45001 - each play a distinct role in the global OSH landscape, and understanding how they relate to each other is essential for safety professionals working across borders.

OSHA (Occupational Safety and Health Administration) is the United States federal regulatory agency responsible for enforcing workplace safety and health regulations. OSHA standards are legally binding requirements for employers in the US, covering general industry (29 CFR 1910), construction (29 CFR 1926), maritime, and agriculture. Key OSHA standards include the Hazard Communication Standard (HazCom/GHS), the Lockout/Tagout standard, the Respiratory Protection standard, and the Process Safety Management (PSM) standard. OSHA compliance is mandatory; violations result in citations and financial penalties.

NEBOSH (National Examination Board in Occupational Safety and Health) is a UK-based awarding body that offers internationally recognized qualifications in health, safety, and environmental management. NEBOSH qualifications - including the NEBOSH National General Certificate, International General Certificate, and Diploma - are professional credentials rather than regulatory requirements. They are widely recognized by employers globally as evidence of OSH competence.

NIOSH (National Institute for Occupational Safety and Health) is the US federal research agency responsible for conducting research and making recommendations for the prevention of work-related injury and illness. Unlike OSHA, NIOSH does not issue regulations; it publishes recommended exposure limits (RELs), hazard evaluations, and technical guidance documents.

IOSH (Institution of Occupational Safety and Health) is the world's largest professional membership body for health and safety practitioners, based in the UK. IOSH offers professional membership grades and training courses including the widely used IOSH Managing Safely program.

ISO 45001:2018 is the international management system standard for occupational health and safety.
