About ISO 14065:2020 - GHG Validation & Verification Bodies
ISO 14065:2020 specifies requirements for bodies that provide validation and verification of greenhouse gas (GHG) assertions. It is the accreditation standard for third-party organizations that audit and certify GHG inventories, carbon offset projects, and carbon neutrality claims made under ISO 14064, ISO 14067, and ISO 14068.
The standard establishes requirements for impartiality, competence, and consistent operation of GHG validation and verification bodies. Clause 4 covers general requirements including legal responsibility and liability. Clause 5 addresses structural requirements, including the need for an impartiality committee to safeguard against conflicts of interest. Clause 6 covers resource requirements, including the competence of validation and verification personnel, the use of technical experts, and the management of outsourced activities. Clause 7 specifies process requirements covering the validation and verification process from initial contract review through to the issuance of validation or verification statements. Clause 8 covers management system requirements, including document control, internal audits, and management review.
A key principle of ISO 14065 is impartiality - validation and verification bodies must identify, analyse, and document risks to their impartiality on an ongoing basis. Bodies accredited under ISO 14065 are assessed by national accreditation bodies (such as UKAS, DAkkS, or ANAB) against this standard, typically in conjunction with ISO/IEC 17021-1 for management system certification bodies.
ISO 14065 is essential for the integrity of voluntary carbon markets, mandatory GHG reporting schemes, and corporate net zero commitments. It works in conjunction with ISO 14066 (competence requirements for GHG validation and verification teams) to ensure that both the body and its personnel meet the required standards of technical competence and professional conduct.
