About ISO 14064:2023 - Greenhouse Gas Quantification & Reporting

ISO 14064:2023 is the international standard for greenhouse gas (GHG) quantification, monitoring, and reporting. It is divided into three parts: Part 1 covers organizational-level GHG inventories, Part 2 covers project-level GHG quantification and reporting, and Part 3 covers the validation and verification of GHG assertions. Together, the three parts provide a complete framework for credible climate-related disclosures.

Part 1 (ISO 14064-1) requires organizations to define their organizational boundary using either the equity share, financial control, or operational control approach. It mandates the identification and categorization of GHG sources and sinks across Scope 1 (direct emissions), Scope 2 (purchased energy), and Scope 3 (value chain emissions). Organizations must select appropriate quantification methodologies, establish a base year, and document uncertainty assessments. The standard requires a GHG inventory report that meets the principles of relevance, completeness, consistency, accuracy, and transparency.

Part 2 (ISO 14064-2) covers project-level accounting for GHG reductions and removals - the basis for carbon credits and offset projects. It requires the establishment of a project baseline scenario, identification of project boundaries, and quantification of GHG reductions or removals compared to the baseline. Monitoring plans and leakage assessments are also required.

Part 3 (ISO 14064-3) specifies requirements for the validation and verification of GHG assertions made under Parts 1 and 2. It covers verification principles, the selection of verification level (limited or reasonable assurance), and the competence requirements for verifiers.

ISO 14064 is used alongside ISO 14065 (requirements for GHG validation and verification bodies), ISO 14066 (competence requirements for GHG teams), ISO 14067 (carbon footprint of products), and ISO 14068 (carbon neutrality). It is the foundation for corporate GHG reporting under the GHG Protocol, CDP, TCFD, and emerging mandatory climate disclosure regulations.
